HVNET the High Speed Satellite based VSAT network of Department of Telecom Services, provides high speed data
transfers (up to 64 Kbps) and voice communication service covering the entire country.

Network |
|
|
|
The network consists of a HUB station located near Thane( 40 kms from Mumbai) and number of
VSATs/Personal Earth Stations(PES) located throughout the country. The VSAT communicate to the HUB through the THAICOM III Satellite. All VSATs are connected in STAR topology and VSAT to VSAT communication is through the HUB at Mumbai.

VSAT Details |
|
|
|
The VSAT which is required to be installed at subscribers premises consists of three units, namely an Outdoor Unit, an Indoor Unit and Inter Facility Link
(IFL) Cable interconnecting the two Units. The Outdoor Unit contains the Antenna assembly & associated RF Equipments. The antenna is of 2.4 meter diameter parabolic type and can be installed easily in any open space and required a floor area of about 4 Mt. X 4Mt. The RF equipment includes an Up converter, Down converter, Solid state power amplifier which together comprise the ODU and Low noise amplifier which are installed on the Antenna. The ODU and DIU are connected by means of IFL cable which carries the telecom signals and power supply. The IFL cable can be up to 100 meter long. The Indoor Unit
(DIU) also known as Personal Earth Station (PES) is a compact unit of size 44Cms X 11Cms X 18Cms contains
mainly the following cards:
The IFM card is fixed in the lowermost slot of the Unit. This incorporates common functions such as frequency, modulation/demodulation, control & synchronization.
MPC provides up o eight user interface ports. Each port can be configured to process different protocol such as X .28 and X .25. Presently two protocols X 28 and X 25 are being provided one on each port.
VDPC is used to provide two wire telephone interface on RJ 11 interface.

General Conditions |
|
|
|

VSATs are available
on lease. Subscribers are required to sign lease agreement with BSNL
for VSATs for a minimum period of one year.

Other than the above tariff the VSAT user has to pay Rs.10,000/- per month per VSAT towards Satellite Access charges.

Installation charges are
Rs. 15,000/- per VSAT.
-
VSAT lease, rental and maintenance charges Rs.1.75
lakhs /year/VSAT for both Data and Voice facilities and Rs. 1.5 Lakhs for Data Services only.

Cost of modules repaired will be charged extra depending upon the faults.
-
One kilo segment of data equals 64 kilobytes which is equivalent to about 32 A4 size pages of information.
-
Reduced tariff (half rate) is applicable from 0700 PM to 0800 AM for Data calls other than International calls.
-
Only originating calls from the VSAT are billed on per call basis.

Bills for usage of the HVNET are issued once in two months.

Minimum charges
Rs. 2000/- per month.

Pilot test of Vsat service is possible with minimum tariff as per rules.
