OPPORTUNITY FOR VARIOUS COMPANIES / COOPERATIVES / NGO's TO PROVIDE ELECTRONIC DISTRIBUTION OF PREPAID PRODUCTS/SERVICES TO CUSTOMERS IN VARIOUS TELECOM CIRCLES.

BSNL wants to provide electronic distribution of prepaid products/services to customers in various telecom circles on franchisee basis. Proposals are accordingly invited from interested companies / cooperatives / NGO's for providing these services on franchise basis. They can offer the services after signing of the franchise agreement with BSNL.

SALIENT POINTS OF THE ELECTRONIC PIN DISTRIBUTION FRANCHISE MODEL

• Two options of franchisee ship -
  (i) Comprehensive Circle Option with exclusive / non-exclusive basis.
  (ii) All India Net Option on Non-exclusive basis.
• The Franchisee will operate within its allocated territory.
  • In case of Comprehensive Circle Option the area of operation will be concerned Circle.
  • Exclusivity as well as Non-exclusivity will be as per the choice of the franchisee for the circle.
  • The choice of exclusivity / Non-exclusivity once exercised will be final and binding for one year.
  • In case of All India Net option the area of operation will be All over India on non-exclusive basis.
• The pre paid cards such as Mobile recharge coupons, India Telephone Card, Web Phone card; Sancharnet Card, Fixed Line Pre-paid card etc. have been offered for marketing and selling.
• Interested parties are invited to become BSNL franchisee. Offer shall be processed on case to case basis as & when applications are received by BSNL.
• The eligibility criteria are mentioned in the agreement. The salient points are as follows:
• Eligibility
  • The Franchisee must be an Indian Registered company / Registered Cooperative Society / Registered NGO.
  • The Franchisee must have either directly or through its partner companies have the experience in distribution either through POS terminals or NET or SMS of Prepaid products either in India or abroad. In case the experience on the Partner Company is taken then a MOU must be available with them for the necessary support during the franchisee period.
  • The Franchisee or its partners shall not be a licensed Telecom Service provider in India for any of the Telecom services.

• In case of exclusive operation with BSNL the franchisee will submit a self-certificate in this regard.
  • If they are working with some other operator and wish to work in exclusive basis with BSNL then they have to submit a certificate that with in a month of the signing of the agreement they will surrender all the competitors' operator business. The commission of exclusive basis will only be applicable when the certificate has come and BSNL is fully satisfied with the same.  
• The concerned companies can offer the services after signing of the franchise agreement with BSNL, indicating the circles where they intend to set up e-distribution
• Agreement will be of 2 years duration.
• PBG of Rs 1 lakh per circle for comprehensive circle option and Rs 1 lakh for All India Net Option (Non-exclusive).
• Roll out obligations as mentioned in the agreement.
• For commission structure and cash cards allowed to sell with details terms and condition is available in the agreement. BSNL reserves the right to change / modify / add / delete any items or any commission structure without any notice.
